fix(scroll): use hash navigation for marker clicks

Browser handles scroll natively via window.location.hash, respecting
scroll-margin-top. Updates URL for shareability and screen reader
compatibility. Added html { scroll-behavior: smooth } for smooth
hash navigation globally.
